The Department of Further and Higher Education, Research, Innovation, and Science (DFHERIS) funds and creates policy for Ireland’s tertiary education, training, and research to support people to reach their full potential and create a prosperous, sustainable and vibrant society, ready to meet the challenges of a changing world.

This Corporate Procurement Plan (CPP) is designed in accordance with national guidelines and policies, including the recommendations in the National Public Procurement Policy Framework of 2019 and The Office of Government Procurement Information Note: Corporate Procurement Plan, 2022. The plan sets out DFHERIS’s procurement objectives for the period 2024 – 2026. These objectives reflect EU, national, and local procurement policies and priorities.

While the departmental budget is in excess of €4bn (2024), this CPP relates to the strategic intentions of procurement within this department and does not extend to cover its grant payments to aegis bodies. Grant payments to aegis bodies account for approx. 97% of the overall Departmental budget.
